Letter written by José Bedoya Sáenz, Director of the "Hernando Siles" School of Fine Arts, to the Cultural Affairs Commission of the Organization of American States for the nomination of the potosino painter Enrique Arnal for the "Gabriela Mistral" Inter-American Prize for Culture.

Distinguidos Señores:

Es para la Escuela Superior de Bellas Artes “Hernando Siles” un honor dirigirnos a la Comisión a fin de presentar la postulación del pintor potosino Enrique Arnal para el Premio Interamericano de Cultura “Gabriela Mistral”, en tal sentido adjuntamos a la presente toda la documentación requerida.

Para llegar a su postulación, el Consejo Académico de nuestra institución ha considerado la importancia y transcendencia de la vida y obra del mencionado artista, así como de otros que sin duda son de similar valía para nuestra plástica.

La obra de Arnal es, sin duda, una puerta abierta al desarrollo de la plástica contemporánea en nuestra América, nutrido por una honda preocupación social y de un espíritu telúrico, el artista a sabido superar los enunciados del indigenismo y del realismo social que signaban el arte latinoamericano y de manera especial boliviano hasta mediados de siglo. Los temas sociales y telúricos cobran con Arnal una dimensión que la aleja de la estampa o de lo panfletario, para presentarnos, a través de un económico uso del lenguaje plástico, un pensamiento más profundo y más real. Sus cuadros deshabitados, de grandes silencios, no describen la soledad del altiplano ni la dureza de los hombres que en este medio habitan, la instalan en nuestro interior. La pobreza no está dada por las figuras de “Aparapitas” cargadores que aparecen en ellos, sino por el manejo del espacio y la economía cromática. Podríamos afirmar que Enrique Arnal es el pintor de la síntesis, uno de los que con mayor solidez lleva al arte americano a salir de lo puramente descriptivo y a buscar en la utilización de los elementos de la plástica nuevos caminos para expresar su realidad sin abandonar su identidad, constituyendo una autentica vanguardia que se mira a si misma para proyectarse universal. Arnal, maneja los contrastes absolutos entre luz y sombra, grandes planos geométricos y algunos elementos figurativos cargados de simbolismo para describir la realidad de nuestra América y en especial de los hombres que la habitan. 

Mas Arnal no es solo el pintor callado y racional, incansable en su trabajo, es el hombre preocupado por aportar y compartir su experiencia con quienes empiezan su formación en la vida artística, con sus contemporáneos y sus colegas de las nuevas generaciones. Es el hombre que por esfuerzo propio llevo su arte más allá de las fronteras de su país, que representa con total autoridad el arte de Bolivia y de nuestra América en el contexto universal.

De tal modo y seguros de la transcendencia de la obra de Enrique Arnal es que nos propusimos llevar adelante su postulación al Premio Interamericano de Cultura “Gabriela Mistral” que ponemos a su consideración.

It is an honor for the Hernando Siles Higher School of Fine Arts to contact the Commission in order to present the nomination of the painter from Potosí Enrique Arnal for the Inter-American Culture Prize "Gabriela Mistral", in this sense we attach herewith all the documentation required.

To reach his application, the Academic Council of our institution has considered the importance and significance of the life and work of the aforementioned artist, as well as others who are undoubtedly of similar value to our art.

Arnal's work is, without a doubt, an open door to the development of contemporary art in our America, nourished by a deep social concern and a telluric spirit, the artist has known how to overcome the statements of indigenism and social realism that marked the Latin American art and especially Bolivian until the middle of the century. Social and telluric issues take on Arnal a dimension that distances it from the stamp or from the pamphleteer, to present us, through an economic use of plastic language, a deeper and more real thought. His uninhabited pictures, with great silences, do not describe the loneliness of the highlands or the harshness of the men who live in this environment, install it inside us. Poverty is not given by the figures of “Aparapitas” chargers that appear on them, but by the management of space and the color economy. We could affirm that Enrique Arnal is the painter of the synthesis, one of the most solidly leading American art to get out of the purely descriptive and to look for new ways to express its reality in the use of the elements of plastic without abandoning its identity. , constituting an authentic avant-garde that looks at itself to project itself universal. Arnal, handles the absolute contrasts between light and shadow, large geometric planes and some symbolic-laden figurative elements to describe the reality of our America and especially of the men who inhabit it.

Mas Arnal is not only the quiet and rational painter, tireless in his work, he is the man concerned with contributing and sharing his experience with those who begin their training in artistic life, with their contemporaries and colleagues of the new generations. He is the man who by his own effort took his art beyond the borders of his country, who represents with total authority the art of Bolivia and our America in the universal context.

In this way and certain of the importance of Enrique Arnal's work, we decided to carry out his application for the "Gabriela Mistral" Inter-American Prize for Culture that we put to his consideration.
